United Way for the Greater New Orleans Area's Nonprofit Rebuilding Pilot Program, Naval Air Station Joint Reserve Base New Orleans [NAS JRB] in Belle Chasse, Committee for Plaquemines Recovery, and The Fuller Center Disaster ReBuilders are partnering to rebuild the home of Peter Bay Le.
Mr. Le served as an officer in the South Vietnam Army during the Vietnam War, fighting for freedom alongside US Troops and anti-communist forces. Following the war, he was imprisoned for over 12 years at the infamous Hanoi Hilton. While captive he spent his days at hard labor and nights in shackles which led to permanent disabilities in both his feet and ankles. After the Hanoi Government granted his release, Le immigrated to the United States in 1990.
Hurricane Katrina destroyed his Plaquemines Parish residence. Le had been unable to rebuild due to lack of financial resources and physical limitations, until he was selected to participate in United Way's Nonprofit Rebuilding Pilot Program (NRPP)is made possible by a Community Development Block Grant from the U.S. Department of Housing and Urban Development, administered by the Louisiana Housing Finance Agency funded by the Office of Community Development Disaster Recovery Unit.
Up to 50 USN/USMC personnel from the NAS JRB are expected daily to volunteer during a five day building blitz April 11 - 15. The event is in celebration of Navy Volunteer Week, a part of the Navy Community Service Program, in conjunction with National Volunteer Week. A house dedication and ribbon cutting ceremony is scheduled for Friday, April 15 at 12:00pm.

Naval Air Station Joint Reserve Base New Orleans in Belle Chasse [NAS JRB]
The NAS JRB provides a high quality training environment for active duty and reserve components of all branches of the armed services to reduce redundancy and overhead by developing joint doctrine and operating procedures. This, in turn, creates seamless functionality among host and tenant commands in base support and community service programs. Its primary mission is the training of Naval Reservists and the operational, logistical and fiscal support for tenant commands and transient aircraft on a 24-hour basis. The base also serves as a platform for assistance with homeland security air defense through the Louisiana Air National guard as well as search and rescue efforts for much of the Gulf Coast by the U.S. Coast Guard Air Station.
Navy Community Service Program (NCSP)
The NCSP is a community outreach program that promotes Navy personnel (active duty and civilian) volunteer service with the goal of building stronger communities and developing mission-ready personnel through outreach activities.
Committee for Plaquemines Recovery [CPR]
CPR facilitates long term recovery efforts in Plaquemines Parish, Louisiana, by coordinating unmet needs and assistance for individuals.
The Fuller Center Disaster ReBuilders [FCDR]
FCDR a mission partner of The Fuller Center for Housing, is a non-profit, ecumenical Christian housing ministry dedicated to eliminating poverty housing worldwide.

We accomplish this mission by providing resources that promote economic well being, affordable housing, and rebuilding sustainable communities. The Louisiana Office of Community Development Disaster Recovery Unit [OCD/DRU]
The Disaster Recovery Unit within the Office of Community Development is dedicated to helping Louisiana's citizens recover from hurricanes Katrina, Rita, Gustav and Ike. As the state's central point for hurricane recovery, OCD-DRU manages the most extensive rebuilding effort in American history, working closely with local, state and federal partners to ensure that Louisiana recovers safer and stronger than before.
